Since 7 April 2025, coffeeshops in ten municipalities may only sell cannabis from government-designated licensed growers. Regulated hash became mandatory on 1 September 2025.

Why now · market signals 2025–2026
The legal supply chain is being built right now
Across Europe and North America, regulated cannabis is moving from tolerated grey markets to licensed, traceable supply chains. Every new licence creates a grower who needs equipment, a supplier who needs qualified buyers, and a buyer who needs reliable, compliant product.
The Dutch Justice & Security Inspectorate found 42 violations in 46 grower inspections, mostly registration errors and breaches of security rules. Compliance tooling is a real need.

Source: LeafCurrentRoyal Decree 903/2025 (in force October 2025) allows standardised cannabis preparations to be dispensed through hospital pharmacies. Social clubs still have no national legal framework.
Source: BOEIn April 2026, state-licensed medical cannabis was moved to Schedule III. Adult-use cannabis remains Schedule I, so compliance separation matters.

Craft & small-batch
Single-strain, small-batch flower with distinct genetics commands premium shelf space, much like craft beer did. Buyers are hunting for growers who do one thing exceptionally well.
- TREND 02
Terpene-forward menus
Informed customers shop by terpene profile and effect, not just THC%. That pulls demand toward precise genetics, careful drying and curing, and lab testing.
- TREND 03
Traceability by default
Closed chains and state seed-to-sale systems make registration, security and batch documentation non-negotiable, from the grow room to the coffeeshop shelf.
- TREND 04
Energy-efficient grow tech
Regulators such as New York's OCM now set efficiency standards for horticultural lighting, limit HVAC refrigerants and require resource reporting. LED and heat-recovery retrofits pay twice.
- TREND 05
Sustainable, compliant packaging
Child-resistant and plain-packaging rules now come with pressure to cut plastic waste. Sustainable-packaging plans are already mandatory in New York.
- TREND 06
Direct, verified B2B
Brands are moving to direct relationships with verified, licensed buyers instead of commission-heavy middlemen, and to focused partnerships instead of trying to be vertically integrated.

Dispensaries, coffeeshops, clubs, distributors
Source characterful, documented product from licensed cultivators, and find packaging and compliance partners in the same network.
Buyers: only where it's legal
Buyer introductions apply only where buying cannabis from third-party licensed producers is legal in your jurisdiction, for example licensed dispensaries and distributors in many US states and Canadian provinces. In many places it isn't:
- Netherlands: coffeeshops in the closed-chain experiment may only buy from the government-designated growers. Coffeeshops outside it operate under tolerance (gedoogbeleid), which does not legalise supply.
- Germany: cultivation associations may only pass on cannabis they grow themselves.
- Spain, Czechia: there is no legal commercial supply to clubs or shops.
Non-plant B2B (packaging, security, software, labs) can still be relevant where cannabis purchases are not. Check with your regulator or a lawyer.

FAQ
Business questions
Do suppliers need a cannabis licence?
Usually not for equipment, inputs or services such as lighting, HVAC, packaging, software or security. Genetics, labs and processing are often regulated, so tell us what applies to you. Either way, you must serve only licensed or legally operating customers.
Can my coffeeshop or dispensary buy through Biobloom?
Biobloom never buys, sells or brokers cannabis. Where your licence allows buying from third-party licensed producers, we can introduce you to suitable cultivators; the deal is between you. Where it doesn't, for example NL experiment coffeeshops, we can still connect you with non-plant suppliers.
How do you verify businesses?
A person reviews every application, including company registration and, for plant-touching businesses, the licence or framework, before any introduction.
Which regions?
We focus on Europe, with the Netherlands and Germany as early markets, and welcome operators from any jurisdiction where their activity is legal.
